The AA is assuring customers that "no one will be left at the roadside", and says a "robust contingency plan would swing into action" to offer services over the period should strikes go ahead. However, Alistair Maclean, national secretary of the Independent Democratic Union (IDU), which represents the AA's patrol staff, has severe doubts about the company's ability to cope with the loss of staff.

"There is no doubt in our mind that they are going to leave members of the public and their families exposed," he said. "If you get 15,000 breakdowns in the day, and a normal day is around 10,000 - and you've taken 2,000 patrols off the road - it can't be possible, can it?"

The union added that the AA's claim that the weekend would be ‘business as usual' for customers was "misleading". As with most industrial action, it seems as if this episode will be a story of claim and counter-claim, painting a confusing picture for motorists planning on travelling.

So could customers be affected?

A spokesman for the company says "no plans have been communicated as yet" to deal with the potential loss of staff over the bank holiday weekend. However, the AA also cannot guarantee that their services will not be affected in some way. Indeed, it may be that, if the company does manage to keep its promise not to leave members stranded, drivers could be affected in other ways.

If strikes do go ahead, one service that is likely to be suspended is on-the-spot membership - aimed at customers without cover that sign up that day in order to receive service. The AA's spokesman admitted that these provisions may be abandoned over the weekend to ensure the company can meet demand from existing customers. No need to panic, though - some other major providers such as the RAC and Green Flag offer this service if you don't already have breakdown insurance.

The group refused to be drawn on plans for other specific services, repeating that it will be ‘business as usual' for customers. However, if the level of disruption reaches the levels expected by the union, other services that could potentially be affected are:

* Home Start - 1 in 4 breakdowns occur before your car has even left the drive, but it could be that this is one service that loses out as a result of any strike action that takes place. You will not be entitled to this service anyway if you are on the AA's basic rescue package.

* ‘Relay' - This service offers to drive you wherever you want in the UK if your car is unable to be fixed. It could be that this is sacrificed if demand is unmanageable.

* Waiting times - The AA has an average response time of 40-45 minutes under normal circumstances. However, the IDU thinks that customers should expect to wait a lot longer if the strikes do take place, if they are rescued at all.

Despite all this, there's no need to panic. There is every chance that strike action may still be averted, and even if it isn't there is plenty you can do to make sure your car and your bank holiday run smoothly.

Specifically, the program allows eligible DWI offenders the opportunity to have ignition interlock devices installed in their vehicles to ensure they are driving without consuming alcohol.

A. THE IGNITION INTERLOCK DEVICE.

The ignition interlock device itself is the approximate size of a hand-held calculator that is cabled to your vehicle. The device requires any driver of the vehicle to provide a breath sample before starting the ignition. If the device detects a certain alcohol-concentration level after the driver blows into its tube, the vehicle will not start. The device also calls for retests after the initial test. If you fail a retest, the failure is recorded, however, the vehicle is not stopped if the engine has been started.

The alcohol interlock testing apparatus is not infallible. This may lead to challenges to the accuracy of test results. For example, some mouthwash brands and sprays have up to 30 percent alcohol. Use of such products may result in a positive test on an interlock device.

Additionally, certain foods may cause the ignition interlock device to fail including certain candies and certain bread products where sugar and active yeast can combine to create an alcohol reading. Alcohol-filled chocolates will also increase the likelihood of a fail reading.
Finally, many perfumes and colognes contain alcohol. Testing companies claim that their devices can discern between alcohol content in ambient air from that contained in a breath sample, however, reliable evidence would have to be presented in that regard when a failure is challenged.

B. PARTICIPATING IN IGNITION INTERLOCK

The steps that are necessary to participate in the Minnesota Alcohol Ignition Interlock Program will depend on the level of your DWI offense. Additionally, the type of driver's license you receive by participating in the program will depend on the number of offenses.

• Restricted License. With a restricted license, you may drive anywhere as long as the device is installed in your vehicle. After a license cancellation, a person with a restricted license will have a notation on their driver's license stating "ignition interlock required" — meaning a person must drive a vehicle with an ignition interlock installed.

• Limited License. With a limited license, you will be allowed to drive to work, school, treatment and support programs such as Alcoholics Anonymous, to court and probation appointments.

To participate, the following steps must be taken:

• the vehicle on which the ignition interlock is installed must be validly insured;

• the driver must pass the DWI driver's license exam

• the driver must fill out an application for a new driver's license;

• the driver must pay $680 reinstatement fee and keep receipt;

• the driver must review, sign and date the Minnesota Ignition Interlock Program Participation Agreement. (This is the Agreement spelling out the terms of the program. Any violation would result in license cancellation or revocation.)

After necessary documents are sent to the Department of Public Safety to participate in the ignition interlock program, the driver must call an approved ignition interlock vendor to schedule an installation appointment. The driver must also attend a necessary training session along with anyone else who will be driving the vehicle. The vehicle must be brought in monthly for maintenance visits and to check the computerized system for compliance.

C. COSTS OF PROGRAM

DWI is already one of the most expensiveoffenses in Minnesota Statutes. In addition to fines ranging from $300 to thousands of dollars, a driver must also pay $680 as a license reinstatement fee, plus surcharges. The cost of the installation and maintenance for the Alcohol Ignition Interlock Program is additional to those expenses. Generally, there is an application fee, the cost of installation ranges from $90 to $100 and the maintenance fees amount to $60 to $125 per month.

D. IGNITION INTERLOCK: Level of Offense

First DWI Offense - Restricted License.
After a first offense, the individual driver may not drive for 15 days once the revocation takes effect. Generally, the revocation occurs after a seven day temporary license expires.
The ignition interlock is installed for one year with a restricted license. The person gets full driving privileges with the restriction that they must drive a vehicle with an ignition interlock installed.

Second and Third DWI Offense - Restricted License.
After a second or third offense, the driver may not drive for 30 days after the license revocation occurs. The ignition interlock system is installed for a minimum time frame of a year and a half with a restricted license. The driver must have no failed tests recorded on device.

First Cancellation as Inimical to Public Safety - Limited/Restricted License
If a driver receives their first cancellation as inimical to public safety, he/she may no drive at all for 30 days. The ignition interlock is installed for two years. During the first year, the driver will have a limited license allowing the person to drive to/from work, treatment, or support group. In the second year, the person receives a restricted license.

Second Cancellation as Inimical to Public Safety - Limited/Restricted License
If a driver receives their second cancellation as inimical to public safety, he/she may no drive at all for 30 days. The ignition interlock is installed for four years. During the first year, the driver will have a limited license allowing the person to drive to/from work, treatment, or support group. In the next three years, the person receives a restricted license.

Third Cancellation as Inimical to Public Safety - Limited/Restricted License
If a driver receives their third cancellation as inimical to public safety, he/she may no drive at all for 30 days. The ignition interlock is installed for six to seven years. During the first year, the driver will have a limited license allowing the person to drive to/from work, treatment, or support group. In the next five years, the person receives a restricted license.

E. CONSEQUENCES OF TEST FAILURE

Any failed breath test will be recorded on the interlock device. The failure will be downloaded at the monthly maintenance appointment. Information that is recorded includes the following:

• instances where the driver had an alcohol concentration of 0.02 or higher;

• instances where the driver tried to start the vehicle without taking the test;

• instances where the driver failed the rolling retest or refused to take it;

• any attempt to bypass or tamper with the device;

• The number of times the vehicle was started and stopped;

• The distance traveled by the vehicle.

A report is generated by the vendor that installed the device and is transmitted monthly to your probation officer or a representative from DVS to verify compliance.

If a driver has three non-compliant tests between service appointments, the device will notify the user of a pending "lock out" that will take effect after 72 hours. The user will need to call the interlock vendor for a code within 48 hours of this notice, key this code into the handset and follow up with a service appointment with the interlock installation service center. The user will be required to pay the $50 "lock out" fee. The driver is responsible for ALL TESTS. This would include any tests by others who may seek to drive the vehicle. Any driver must use the alcohol interlock device.

If a driver has a B card and the device registers failing tests, it is possible that the report to the Department of Public Safety would result in another license cancellation and potential new criminal charges.

Part of that planning has involved the setting up of a new project that will radically overhaul the nation's language teaching. It forms the basis of a far-reaching policy that will see the teaching of English as its second language in all Rwandan schools. Seen by many as an attempt to break away from its French colonial past, Rwanda is following in the footsteps of neighbouring countries Uganda, Kenya and Tanzania who already use English as a second language. The hope is that by using English, commercial and cultural ties with neighbouring countries will be strengthened and that Rwanda can also to give itself a competitive lift on the international stage.

The new initiative is a continuation of the ongoing efforts by the authorities to introduce English as an L2 across higher education and throughout Government. Already, entrance to the Institute of Science and Technology is in English and although more comfortable speaking French, increasing numbers of government officials are now starting to use English.

With the reforms due to begin in the very near future there are dangers however, that the lack of training available to Rwanda's primary teachers may undermine its effectiveness. With less than 10% of primary school teachers having received English training and only 5% of secondary school teachers having had even basic training, the danger is that the scheme may collapse even before it can properly begin. All for the lack of teachers qualified to teach English in Rwanda.

What Rwanda needs is qualified ESL teachers - and it needs them fast.

Already neighbouring countries with spare English teaching capacity have stepped in to help by sending teachers and the British Council have also sent TEFL teachers to the region in order to try and help close the language teaching gap. Perhaps more than anything though the country would benefit from independent English language teachers choosing to take a closer look at what Rwanda has to offer and opt to take up teaching jobs in Rwanda.

Rwanda might not seem like an obvious choice and with the country's well-documented difficulties still fresh in the minds of many, TEFL in Rwanda might not be top of many people's EFL teaching plans. It would be a shame though to overlook the country on the grounds of its past and to not experience its positive and vibrant present or its ambitious future. Rwanda certainly has a great deal to offer, the chance to develop new skills, experience new and exciting environments as well as discovering and enjoying African and in particular Rwandan culture.

When the checkered flag came down, two British drivers secured the top two spots on the victory podium. It was a banner day for Team McLaren in the fourth race of the 2010 Formula 1 racing season.

The Chinese Grand Prix takes place on the Shanghai International Circuit, in the Jiading District of the city. The circuit has a reputation for its high-speed straights that offer overtaking opportunities, which add to the drama of the race spectacle. This particular Formula 1 race is 56 Laps. The circuit length is 5.451 km, with the race distance being 305.066 km.

Saturday's Qualifying runs saw Sebastian Vettel of Red Bull Racing take the coveted pole position. His teammate, Australia's Mark Webber, took second spot on the starting grid. Fernando Alonso of Ferrari secured third spot on the grid in qualifying. Nico Rosberg of Mercedes GP held down fourth spot to start the race, with Jenson Button and Lewis Hamilton behind him.

Right off, the race began under light rain conditions. On top of that, an incident on the first lap caused the safety car to come out.

Real racing didn't begin again until Lap 6. The cause for the safety car was Force India's Vitantonio Liuzzi. His rear brakes grabbed on the first lap and this resulted in him crashing into Kamui Kobayashi and Sebastien Buemi. Consequently, all three drivers were out of the race before even getting a lap in.

When racing resumed Nico Rosberg had the lead for Mercedes GP over McLaren's Jenson Button. This resulted from other drivers making tire changes during the safety car period, which caused position changes. Hot on their tails was Renault's Robert Kubica.

As the race progressed, Lewis Hamilton of McLaren was making aggressive moves. First he and Sebastian Vettel had a pit row spat where each tried to outmaneuver each other to get back onto the circuit. They jostled with each other for position as they exited pit row side-by-side. Both received admonitions from the race stewards for dangerous driving.

After that, on Lap 12, Lewis Hamilton made his move to get past the Red Bulls of Vettel and Webber. He succeeded and was ready to move on up to challenge the leaders.

Meanwhile, the lead driver, Nico Rosberg was experiencing some misfortune due to heavier rain occurring. He miscued on Lap 19 and slid off in the final corner of the circuit. This was a surprise gift to Jenson Button, and he took advantage of it, acquiring the lead.

The rain caused drivers to change their tires to intermediate rain tires. Lap 21, however, saw the safety car out again. Jaime Alguersuari of Toro Rosso flew off the track and debris spread across the driving line on the circuit.

As a result, Jenson Button's lead over the other drivers was extinguished. All the drivers lined up behind the safety car waiting for the race to kick into high gear once again.

The race resumed a few laps later and at the race's midpoint, Jenson Button still held first spot. Nico Rosberg was close behind in second, with Robert Kubica and Lewis Hamilton third and fourth respectively. It wasn't long before the McLaren of Hamilton used its straightaway speed to catch Kubica and vault into third spot giving the race a real buzz
Now, Hamilton and Rosberg battled each other. Hamilton made a move and passed him; Rosberg responded in kind and reacquired second spot.

Then Hamilton reentered the pit lane to get a fresh set of rain tires. Rosberg pitted a lap later as did Button and Fernando Alonso. The result of these stops saw Lewis Hamilton emerge in second place, ready to grind out the rest of the race against his McLaren teammate Button.

Button had a good lead over Hamilton, however as his tires degraded, Hamilton pulled closer. The race was now McLaren versus McLaren for top spot on the podium. Hamilton pressed, but in the end, Jenson Button won by 1.5 seconds over his fellow Brit.

Nico Rosberg continued to drive consistently and cleanly for Mercedes GP and made the podium in third spot. He has performed well this season, and in this race placed seven spots ahead of his teammate Michael Schumacher. In the first four races this season, Schumacher has not attained a podium position. His best result so far is a sixth at the Bahrain Grand Prix.

Ferrari's Fernando Alonso finished fourth in the Chinese GP. He caused heads to turn when he passed his teammate Felipe Massa as they headed for the pits on Lap 38. It remains to be seen how this will affect their relationship on the team for the rest of the season. Alonso has a reputation for these types of aggressive moves.

The Renault's of Robert Kubica and Vitaly Petrov performed well in this F1 race. They secured fifth and seventh place respectively for their team.

The Red Bull machines of Sebastian Vettel and Mark Webber couldn't hold the pace of this Formula 1 race. Therefore, they had to settle for sixth and eighth place respectively in this year's Chinese GP. Just ahead of Michael Schumacher, this past Sunday, was Ferrari's Felipe Massa, who took ninth spot.

Aside from the three aforementioned drivers who crashed out on Lap 1, several others didn't make it across the finish line.

Timo Glock of Virgin didn't even start the race due to pneumatics issues. His teammate Lucas di Grassi retired on Lap 8 with clutch trouble. Pedro de la Rosa of BMW Sauber retired on Lap 8 with engine problems. Jarno Trulli of Lotus retired on Lap 26 with hydraulics trouble.

With the 2010 Chinese Grand Prix now one for the record books, McLaren-Mercedes sits atop the Constructors Standings with 109 points. Second is Ferrari with 90 points. In third is RBR (Red Bull Racing)-Renault with 73 points.

In the Drivers Standings, last year's World Champion, McLaren-Mercedes' Jenson Button leads with 60 points. Nico Rosberg of Mercedes GP is second with 50 points. In third is Ferrari's Fernando Alonso with 49 points.

Now the Formula 1 caravan moves to Barcelona, Spain's Circuit de Catalunya, for the GP race on May 9, 2010. Tate St Ives is situated just off Porthmeor Beach in this vibrant and popular town on the North Cornwall coast. The art deco building has exhibited many works from famous names over the years including Damien Hurst and Derek Jarman as well as many local artists including those who honed their craft at the St Ives School during its heyday in the 50s and 60s. The gallery currently has a diverse collection and is easily accessible via car and public transport.

Aside from the Tate, St Ives is also home to the Barbara Hepworth Museum which works to preserve the home and workshop of the famous sculptor who died in 1975. A sculpture garden exhibits much of her work, but it is also possible to see her living room and workshop which have been hardly touched since Hepworth's death. As part of major expansion work, the Newlyn Art Gallery team announced an extension to their existing site and a new in-town gallery called The Exchange in Penzance. The new gallery opened in 2007 and is free to visit all year round. It has since become well-known for the amount of public-participation events that happen there including Extended Play! and Transition 9 which both allowed the audience to take part in producing art.
